1- Shelter Coordinator "Nationals Only"

Role Specific Information
NRC is implementing an Urban shelter programming in the northern area of Jordan. The program aims to provide adequate and secure shelters for vulnerable households. The support is normally granted by improving different packages or modalities of support which include in several cases repairs or upgrades and some sort of contribution to alleviate the cost of rent in the case families are renting.  Teams are organized in field units are constituted of technical and social staffs, supervised by a Field Team Project Officer. These units are directly in charge of reaching targets interact with beneficiaries, identify cases and suggest the most suitable support for each of them. In smaller areas of operation officer are the head of the area, while in larger, officers are supervised by team leaders. The Urban Shelter coordinator (USC) is the head of field operations in all areas. USC is responsible to supervise TL and PO depending on the areas of intervention. The USC should provide overall technical support, guidance, monitor performance and support field units to achieve their targets. The USC is also responsible to carry out monitoring activities to ensure the quality of outputs. In order to achieve this, the USC should be capable to manage a large team, who conduct field activities on daily basis. The USC should have experience planning and organizing activates, but also in delegating and managing the right balance between supervision and allowing field teams to manage their own time and targets. The USC should also be a creative person, who must find solutions to the new shelter problematics in the field, modify strategies to reach targets when necessary and have some financial skill to maintain the implementation in the budget.  Lastly, the USC can support management in any required coordination activity, such as meeting with donors, local authorities and/or contractors.


We're looking for a highly motivated person that has the passion towards the humanitarian sector, a university graduate, Engineering or Architecture is preferable, with a minimum of four years of experience in a similar field. Our ideal candidate must have exceptional Management and Leadership skills.
We are particularly looking for a positive individual with strong communication and interpersonal skills, have a great deal of coordination with multiple parties, who can build trust and confidently navigate both internally and externally at different levels. Must be detail oriented, well organized and planned, strategic thinking.
In this position, you will join highly motivated and expert staff who are making a difference to the most vulnerable people in the world's biggest displacement crisis.
Specific responsibilities:
Supervise teams and team members, including managing performance and personal development (25%)
Develop, update and follow up implementation plans on regular basis. (25%)
Develop tools and processes to speed up the implementation of activities. (15%)
Ensure standards and procedures are met by field staff. (10%)
Revise budget lines for activities and monitor expenditure. (10%)
Support and draft donor report or concept notes if required. (5%)
Support and build positive inter CC programming. (5%)
Maintain NRC’s position as a key actor vis-à-vis the local authorities. (5%)
Generic responsibilities:
Line management of Core Competency project field staff.
Adherence to NRC policies, guidance and procedures
Contribute to Core Competency strategy development, project proposals and provide input on needs and gaps.
 Manage and implement delegated portfolio of Core Competency projects (activities, budget and project documentation) as delegated from Project Manager in line with proposals, strategies and donor requirements, and ensure high technical quality.
Provide regular progress reports to Project Manager (Area Manager and Core Competency Specialist if no Project Manager).
Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist.
Promote and share ideas for improvement and necessary changes in the activities.
Ensure capacity building of project staff and transfer key skills.
Liaise and collaborate with relevant local authorities and other key stakeholders.
Promote the rights of internally displaced/returnees in line with the advocacy strategy.
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
Additional Information:
Contract period: Through to 30 September 2019 (Renewable based on funding & performance) 
Salary/benefits: 2227 JOD (subject to social security and Income tax)
Duty station: Irbid

2- Technical Shelter Assistant - Construction "Nationals Only"

Role Specific Information

NRC is implementing an Urban shelter programming in the northern area of Jordan. These activities aim to provide adequate and secure shelters for vulnerable households; this involves social and technical assessments, planning activities, supervision of cases during the execution of works, and follow up with beneficiaries.

Teams are organized in field units which are supervised by officers and as made of team members of social and technical background. These units are directly in charge of reaching targets interact with beneficiaries and have a wide range of responsibility to identify cases and suggest the most suitable support for each of them.

The Field Team - Construction Technical Assistant (FT-CTA) are responsible to conduct technical assessments, support beneficiaries, monitor the progress of projects and be the main link with communities and the project since they are in direct interaction with potential beneficiaries, landlords and other stakeholders in daily basis.

The FT-CTA s Are the forefront of the Urban shelter strategy. They build teams should engage in direct interaction with families and landlords. Most of the work is executed in the field having direct contact with the people that NRC wish to assist. It is expected that FT-CTAs spend 80% of their time in the field, roughly 6 hours per day.

All this work should be executed a per NRC's standards and guidelines.


Our Ideal Candidate:
The candidate must have a Bachelor degree in Engineering, architecture or equivalent, with a minimum of One year of experience in a similar field preferably within a humanitarian context.
The ideal candidate must be highly motivated and positive, with experience working in engineering, architecture or equivalent. They must be detail oriented as well as organised in order to handle multiple tasks and work well with the team.
